Miami-Dade Fire Rescue was called around 7:58 a.m. to the Bill Baggs Cape Florida State Park, the Miami Herald reported.
"The victim might have been a diver," Erika Benitez, Miami-Dade Fire Rescue spokeswoman, told the Miami Herald.
The victim was taken to a hospital.
