According to an arrest report by the Fort Walton Beach Police Department, Woodyatt ignored motorists and prevented people from helping the dog after it collapsed, the newspaper reported.
One of the witnesses chased Woodyatt to get him to stop, according to the police report.
The dog died of heat-related injuries, the Daily News reported. Temperatures were in the high 70s during the incident, which occurred just after noon Saturday, according to the police report.
When police arrived, the dog was lying on the ground, struggling to breathe, the Daily News reported. The animal also had multiple injuries to all four of its paws.
According to police, Woodyatt attempted to leave by grabbing the leash and climbing back into the golf cart. When he refused officers’ requests to put the dog leash down, he was arrested, the newspaper reported.
According to the report, “Officers had to pry the chain out of Woodyatt’s hands” and “he physically resisted by holding onto the golf cart.”
Woodyatt was taken to the Okaloosa County Jail, the Daily News reported.
