Officers used a baton to break the backseat window of the vehicle to rescue the children, the television station reported.
Police located Moodie inside First Class Nail Salon, which had its shades drawn, The Sun of Baltimore reported. An employee eventually answered when officers knocked on the door, and Moodie identified herself as the children's mother and the owner of the Honda, the newspaper reported.
"We're still in a pandemic and we still don't have the solutions to the problem," Sgt. Vickie Warehime of the Baltimore County Police Department told WBFF. "Getting your nails done should not supersede the safety of your family, your kids, and others who you put yourself in contact with."
The nail salon, which police said was not allowed to open under the state's coronavirus restrictions, was told to shut down and it complied, WBAL reported.
