Oak Hill Police Chief Mike Whisman said the woman was checking her child's candy when she discovered a glove containing a wrapper with a substance inside, according to local news outlets.
Investigators performed tests and confirmed the substance was heroin, WVNS reported.
Police said the child received the drugs in the Hidden Valley area where hundreds of children trick-or-treat every year.
They’re urging parents to check their children’s candy and to call police if they find anything suspicious.
