French is charged with soliciting prostitution and having a gun while intoxicated, police said.
Police said two women in the complex were soliciting for massages on Craigslist Web site. There was reason to suspect more than that was going on, police said.
Police arrested 44-year-old Michelle Zengel and 25-year-old Jessica McCabe.
Moraine’s city manager did not make a comment Tuesday evening on the arrest of the city’s clerk of council.
