The agency said active people and people with respiratory diseases like asthma should avoid all outdoor exertion, while all others should limit their outdoor exertion.
In addition, the agency said people in the affected areas should avoid producing more ozone by limiting driving, using gas-powered lawn equipment and using oil-based paint and stains, as well as by only refueling vehicles after 8 p.m. and avoiding using fire pits or fireplaces for non-essential home heating.
The agency said that this week the heat creates ideal conditions for higher concentrations of ozone.
This week will be hot and humid, according to the National Weather Service in Wilmington, with an occasional chance of showers and thunderstorms.

Today will be mostly sunny, but with a slight chance of showers and storms in the afternoon in the northwestern part of the area.
Highs will be around 95 degrees, falling to around 72 degrees overnight.
Wednesday will bring some more clouds, but will be even hotter, with the NWS predicting heat index values just over 100 degrees.
At the same time, there will be a chance of rain and thunderstorms in the afternoon, which will carry over through the night.
Lows on Wednesday will be around 73 degrees.
Thursday will also be dangerously hot, with a high around 93 degrees and heat index values around 100 degrees.
Skies Thursday will be partly cloudy, with a chance of showers and thunderstorms again in the afternoon.
Lows will be around 71 degrees.
