Conkel initially was charged with gross sexual imposition.

“During the transport, (the victim) was in and out of consciousness due to the medication and at one point was aware of Conkel’s hand inside her shirt and bra fondling her breast,” the affidavit stated.

In October, the sexual imposition charge was dismissed, and prosecutors refiled it as aggravated assault. Conkel pleaded guilty, according to court records, and underwent a court-ordered evaluation before sentencing.

Conkel, the driver of the ambulance, ambulance company First Care Ohio, and Southbrook Health Care Center have all been sued by the victim, according to court documents.

Clark County Common Pleas Judge Richard O’Neill, in the sentencing order, wrote

if Conkel violates the terms of his probation, he could be sentenced to 18 months in prison. He is not allowed to leave the state without the court’s permission.
