Springfield man indicted, accused of spitting on police officer

A Springfield man has been indicted on charges of spitting on a police officer while investigators tried to question him about a fatal pedestrian crash.

A Clark County grand jury on Monday approved an indictment of harassment with a bodily substance against 53-year-old Jeffery Campbell.

Campbell was arrested by Springfield police on Nov. 4, just hours after another Springfield man was hit and killed while he was standing on the side of Court Street near the intersection of Shaffer Street.

Springfield police are trying to determine if the driver in a fatal hit-and-run purposefully went off the roadway to strike the victim.

Police said Campbell was a person of interest in the crash and allegedly he spit on an officer as they tried to bring him in for questioning on the crash

Phillip Carlton, 41, was struck as he stood on a concrete median, Sgt. Brett Bauer said.

The victim was taken to Springfield Regional Medical Center, where he was pronounced dead.

Another victim, 42-year-old Keisha Baker, was injured, Bauer said, but not seriously.

Campbell will be arraigned on the charges at 1:30 p.m. Thursday in Clark County Common Pleas Court.

James Louis Smith III, 34, 564 E. Cassilly St.: Two counts of having weapons under disability, one charge of tampering with evidence.

David Allen Zitney, 50: Three counts of receiving stolen property.

Michelle Sanders, 3189 E. High St.: Three counts of violating protection order or consent agreement.

Paul Eugene Jackson, 22, 1429 Nagly St.: Aggravated possession of drugs.

Richard Glen Wano, 29: Breaking and entering.

Curtis Evan Schimmel, 20, 9037 Milton Carlisle Road, New Carlisle: Three counts of illegal use of minor in nudity-oriented material or performance.

George Norman Jr., 31, 1009 W. High St.: Possession of cocaine, trafficking in cocaine, having weapons under disability.

Lacie R. Henry, 28, 902 Clifton Ave.: Four counts of aggravated possession of drugs, and one count each of possession of drugs and trafficking in drugs.

Carmen Anne Pickering-Manley, 28, 902 Clifton Ave.: Four counts of aggravated possession of drugs, one county each of possession of drugs and trafficking in drugs.
