Dayton Power & Light has been asked to send a crew because of the power lines, which are believed to be in contact with the vehicle.
The victim is said to be awake and moving around in the vehicle, which was left on its side with him partially hanging out of the passenger side window, according to county fire radio communications.
Fire/rescue crews were talking with him while preparing to cut him from the wreckage using the mechanical device called the Jaws of Life.
