That area is predominantly farmland, city planner Andrew Rodney said. The plan will now go before City Council at its Feb. 17 meeting, he said.
“The architecture has moved so far from the beginning of the project to today,” said James Durham, the commission’s vice chairman. “It really is an excellent plan.”
The Randall Residence will "cost in the neighborhood of $20 million," not including the senior villas, architect John Roll has said. Planning commission agreed to the final development plan, with 28 conditions that the development team did not object to.
“We’re happy with the way the whole process has been going,” said Roll, president of Roll & Associates, Inc. and a member of the Centerville Development Group team. “We have it down to the details now. The conceptional stuff, we’re all in agreement on. We’re excited about moving forward. We’ve got a long way to go, but we’re getting there.”
The Randall Residence could break ground as early as late spring and open sometime in 2015, while the senior villas will be built in stages as the market dictates, possibly three or four to start out, Roll said. Construction is expected to begin late summer this year on the villas, which will be rentals.
Approximately 100 full- and part-time jobs will be created.
A new road — named Sawgrass Boulevard — will be constructed to bisect the 65-acre site and run north of the senior area, from Paragon to Sheehan. It will be a two-lane street with a landscaped median; mounding, landscaping and a horse-park fence on both sides; and a center roundabout feature.
The quad units will be internally served by private streets. There also will be nine retention ponds to manage stormwater.
The Randall Residence will feature 148 units — 32 for memory care, 44 for independent living and 72 for assisted living. The independent and assisted living areas will be part of a two-story building. There will be about 100 parking spaces and 24 garage spaces for independent living residents.
Each living space in the two-bedroom senior villas will be approximately 1,500 square feet, not including a two-car garage.
The Randall Residence, senior villas and road improvements take up about 44 acres of the property. Construction of single-family homes is being planned later in the future on the northern portion of the site.
Randall Residence — based out of Michigan — has senior living facilities in Ohio, Michigan, Indiana and Illinois.
