Driver charged in Darke Co. crash that hurt child

A 24-year-old Shelby County woman, who has a history of violating traffic laws, has been charged as the driver in a crash that critically injured a 13-year-old girl in December.

Billie N. Skeens, of Houston, faces three misdemeanor traffic-related charges of reckless operation, driving under suspension and failure to yield to a pedestrian on a crosswalk, according to Darke County Municipal Court records.

The complaint was filed Jan. 2. Skeens is to be in court in February, county Prosecutor Kelly Ornsby said Wednesday.

On the morning of Dec. 20, Skeens is alleged to have been the driver of a car that struck a Butler Middle School seventh-grader at Main Street and Ivester Lane.

The victim, who was on the crosswalk on her way to school, suffered two skull fractures and was admitted to Dayton Children's Hospital for five days.

Four of those days were spent in the Intensive Care Unit, according to the girl's grandmother, whose name we are withholding to protect the victim's identity.

The victim has not been able to return to school and continues to recover at home.

"It's just going to be a long road (to recovery)," the grandmother said Wednesday. "She was a very accomplished athlete even though she's 13 ... Now she's not able to do any of that."

Skeens has been caught driving in Miami County on a suspended license multiple times since November 2008, according to county court records.

Court records also show Skeens has been cited for several other traffic violations, including at least three in 2013.
