Police were patrolling in the area of Notre Dame Avenue and Leo Street and saw McKinney walking in an alley. She seemed to be trying to walk away from officers, according to the report.
They stopped her going into a building and she allegedly took a plastic bag out of her pocket and threw it into some bushes. Officers recovered it and said it contained .95 grams of heroin, according to the report.
She said the jacket she was wearing doesn’t belong to her and she discovered the bag in the pocket just before she saw police. She asked a male companion what she should do and he said to throw it so she did.
