Registered sex offender to judge: ‘I need help with this problem...’

TROY – A registered sex offender pleaded guilty Monday, July 17, to felony gross sexual imposition in Miami County Common Pleas Court as part of a plea deal in which prosecutors will recommend a 42-month prison term.

Michael R. Finley, 29, of Sidney and formerly of Piqua, was on post release control for a previous sex-related offense when he was charged by Piqua police in January involving a child under age 13.

“I need help with this problem that I have,” Finley told Judge Jeannine Pratt as she talked with him as he made his plea. The judge explained that, if she accepts the recommended sentence, Finley will have to serve the entire 42 months because of his prior convictions. He said he understood.

Finley is a Tier II sex offender following conviction in 2008 on a charge of compelling prostitution.

He pleaded guilty Monday and a presentence investigation was ordered. Sentencing was scheduled for Oct. 3. Finley is free on bail of $25,000 surety bond posted in early June. Pratt reminded him that his release includes several conditions including having no contact of any kind with the victim.
