City-owned site closed after illegal dumping can reopen

West Carrollton is working to reopen city-owned land where illegal dumping occurred, prompting a criminal investigation.

About 28 acres on Hydraulic Road near the Great Miami River the city is redeveloping in hopes of landing a multimillion recreational complex can now be reopened, a local health official said.

The former waste water treatment plant site donated last year by Appvion was closed after illegal dumping was discovered in February. The city then launched a criminal investigation that is now being overseen by the Bureau of Criminal Investigation, which works under the Ohio Attorney General's Office.
