The city of Clayton declared a state of emergency Wednesday as a result of the storms that produced tornadoes that swept through the Miami Valley on Monday night.

Clayton was in the middle of some of the hardest-hit portions of the Dayton area. The fire department has ranked 15 homes as total losses, and others houses have sustained moderate roof and window damage, according to Jack Kuntz, director of development.

Many other homes had minimal damage.

Clayton’s conditions include:

  • Several areas without power, with outages expected to extend several days
  • Customers on the county system who do not have water
  • Deployment of water tankers for fire extinguishing purposes
  • Key intersections without traffic lights, requiring police to direct traffic there.

The Public Works Department will continue to work to clean up debris. That includes removal of trees, branches and debris from the city street and rights of way and cleaning streets for access.

The intersections with no power to the traffic lights include Union Road and Salem Avenue and Westbrook Road and Salem Avenue.

State Route 49 is closed to southbound traffic at Westbrook Road. Westbrook Road is closed between Union Road and Woodland Hills Apartments and between Taywood and Freeport roads.

The city has a water distribution center at the Salem Church of God on Southway Road with water donated from the Red Cross.

City council held a special meeting at 10 a.m. today to pass the declaration of state of emergency.
