The road is now four lanes at the western edge of the Dayton International Airport.
The road closed in September 2013 as crews worked to improve and widen the road.
The road construction contract was administered by the Montgomery County Transportation Improvement District, according to the release.
Project costs were estimated at $5.4 million, the county TID reported last year.
