The preliminary investigation shows the car may have turned into the path of the motorcycle, which was laid down and left in the road, a Montgomery County Sheriff's deputy said.
The car stopped just before the ramp.
The male and female on the motorcycle suffered non-life threatening injuries. The two people in the car were not injured.
The accident was reported about 10:14 p.m.
The ramp's entrance off Needmore was closed and drivers were detoured. The ramp has since reopened.
