Bender and two other officers testified before Middletown Municipal Court Judge Mark Wall at a preliminary hearing in which Seymour, 48, faced multiple charges stemming from a March 6 arrest following the alleged assault of his ex-girlfriend.
Seymour was stabbed during the altercation with his ex-girlfriend Lisa Martinez at her Layfayette Avenue home, police said. He then fled on foot to a wooded area on 20th Avenue and later stole Officer Tim Meehan’s police cruiser when he was discovered by the officer and Viper, Meehan’s K-9 partner.
Bender testified Seymour struck a parked vehicle and led him and other officers on a high-speed chase from 20th Avenue to Ohio 4, where the cruiser was disabled with Stop-Sticks.
After the vehicle struck the tire deflation devices, Bender said it crossed the median and slid into a grassy field in front of Butler Tech.
Bender testified he ordered Seymour to the ground at gunpoint before he and Butler County Sheriff’s Deputy Corey Watson tackled him when he failed to comply.
“After 1 to 2 minutes of wrestling with him on the ground I deployed my Taser on his back and buttocks, but he didn’t comply. I deployed my Taser as second time and then was able to get cuffs on his hands,” said Bender, who suffered facial scratches and a black eye during the altercation.
Following the testimony of Bender, Meehan and officer Jason Wargo, Wall ruled there was sufficient probable cause in the case and bound it over for consideration by a Butler County grand jury. Seymour’s bond remains $380,000.
Seymour’s charges include felony domestic violence, violation of a protection order, assault on a police officer, grand theft auto, resisting arrest, felony eluding a police officer and failure to yield.
He has a lengthy criminal history in Middletown and in Hamilton County, which include two domestic violence charges and a number of other violent offenses, court records show.
