The “Car Rebate Allowance Program qualifies a “clunker” as a vehicle that has an EPA gas mileage rating of 18-miles per gallon or less when the vehicle was new. The vehicle also has to be less than 25 years old, in drivable condition and had the same owner and have been insured for a full year before trade in. Buyers could qualify for $3,500 to $4,500 for a new vehicle at trade-in. The program begins July 24 and will run through Nov. 1.
