Miamisburg woman indicted on vehicular homicide, OVI charges for Franklin Twp. fatal crash

Emily Bell, 34, is accused of operating a motor vehicle that caused a crash resulting in the death of Betty Sandlin, 67, of Middletown, on Sept. 18, 2018 on Dixie Highway.

The grand jury indicted Bell on the following charges:

  • aggravated vehicular homicide, a second-degree felony
  • aggravated vehicular homicide, a third-degree felony
  • aggravated possession of drugs, a fifth-degree felony
  • operating a vehicle while under the influence of a listed controlled substance or a listed metabolite of a controlled substance, a first-degree misdemeanor
  • OVI under the influence of alcohol, a drug of abuse or a combination of them, a first-degree misdemeanor

Bell is scheduled to be arraigned at 8:30 a.m. on May 31 in Warren County Common Pleas Court.

Bell’s vehicle had one passenger, David Flinchum, 27, of Miamisburg. Sandlin was pronounced dead at the scene on Dixie Highway near the Stonyrill Lane intersection in Franklin Twp., near Middletown in Warren County.

According to the Ohio Highway Patrol’s Lebanon post, Bell was driving a blue 2008 Honda Odyssey north on Dixie Highway. Bell’s minivan went left of center and struck Sandlin’s red 2011 Kia Forte that was headed south, troopers said.

No charges were filed against Flinchum.

In a separate matter, Bell was sentenced to five years community control for an aggravated possession of drugs conviction on April 23 in Montgomery County Common Pleas Court. On Feb. 19, she was granted intervention in lieu of conviction supervision on the fifth-degree felony charge.

However, that was revoked on April 23 after she violated the terms the agreement. She admitted to using or testing positive for illegal drugs three times, walking out of the residential treatment center where she was a patient and failing to report to the adult probation department as ordered.
