The driver of the vehicle, a 28-year-old woman, remained at the scene, KNSD reported.
The woman accused of shoplifting suffered a broken pelvis and "several other injuries," Heims told the television station. She was taken to an area hospital and was in serious condition, KSWB reported.
Alcohol was not suspected to be a factor, police said.
