Two administration officials who spoke on the condition of anonymity described the plan, according to the story.
The officials said that Trump wants a final plan on reopening the country ready within days so he can move forward on suggestions for some states to reopen May 1.
Trump said at Tuesday's briefing from the Coronavirus Task Force that some 20 states have avoided mass outbreaks and some of those states could be reopened even before May 1.
The Post reports that the draft plan was from FEMA and includes a phased reopening -- first of schools, child care facilities, restaurants, summer camps, parks and churches.
The plan lays out three phases, according to the Post:
- Preparing the nation to reopen with a national communication campaign and community readiness assessment until May 1.
- The effort through May 15 would involve ramping up the manufacturing of testing kits and personal protective equipment and increasing emergency funding.
- Staged reopenings would begin, depending on local conditions. The plan does not give dates for reopening, but specified "not before May 1."
The plan also addresses the chance of a resurgence of infections from the virus if mitigation practices are lifted.
