The man used a net to catch two of the fish before running off after the homeowner caught him, KABC reported.
The homeowner said it is the fourth time someone has tried to steal the fish, KABC reported.
Alan Tong, owner of Yume Koi and Gardens, believes it's the same person who has broken into his store multiple times and stolen thousands of dollars worth of fish, KNBC reported.
"We reported it to the police and didn't get anything on it," Tong told KNBC. "Frustrating? A little bit because it's not the first time we got hit. It's been several times."
