“I welcome the opportunity at Fairborn schools to use my experience and expertise in a pure treasurer/chief financial officer role to help the students, staff, and community of Fairborn,” Philo told this news outlet Friday. “I am excited and looking forward to the new challenges that the position with Fairborn schools will offer.

He said that he feels a sense of accomplishment after more than two decades serving the Oakwood school district.
“In my 24 years at Oakwood schools, I have been a part of a great team that has had many accomplishments,” Philo said. “Oakwood schools are more financially stable now and, hopefully, a better school district than it was when I started there in 1994.”
During his recent time at Oakwood, voters passed a new 5.75-mill operating levy in November 2016, with 54 percent approval, and a 1.8-mill permanent improvement renewal levy in May 2017 with 78 percent approval.

Prior to coming to Oakwood in 1994, Philo was the treasurer for the Fremont City Schools (April 1993 to November 1994), and Howland Local Schools (August 1990 to April 1993). He was also the assistant state auditor for Ohio from January 1987 to August 1990.
Fairborn cited Philo’s experience in negotiations, community, site-based management, staff relations and the ability “to provide a superior education to constituents” as reasons for adding him to the district’s leadership team.

Rick Taylor was serving as interim treasurer during the district’s search for a permanent replacement for Nicole Marshall, after she was hired for the same role in May by Westerville City Schools.
“The board is in the process of searching for a new treasurer and I think it’s an ideal situation for anyone to come into,” Marshall said following her departure. “Financially we’re on solid ground. We have a great central office administration and we have an excellent board of education that works very collaboratively together.”
Philo is slated to begin his new position on Sept. 3.
