Her death sparked a national movement to crack down on sex offenders who target children.
Lunsford said his daughter's death last year shows the need for tougher sentences for sex offenders.
In tearful testimony, he told lawmakers about her disappearance from their Florida home.
Hundreds of people joined in the search only to find weeks later that Jessica had been killed by a sex offender.
Mark Lunsford's trip to the statehouse is all part of a one man nationwide effort.
He has been to 12 states and even to Washington to appear before Congress to push for tougher laws.
In Ohio, one Miami Valley lawmaker responded with a bill to increase penalties for this kind of crime to 25 years to life.
Sen. Steve Austria said "I think it's important to get them off the streets and get them off the streets for a very long time."
With Jessica in mind, Mark Lunsford said he's working now to protect other kids including those in his home town of Springfield.
"There's a lot of people in Springfield and Ohio that I want you to know I love you," he said. "You're grandchildren and my friends' kids and I think about you, that is why I am here."
Mark Lunsford is calling for people in the Miami Valley to support the new law and keep sex offenders locked up.
