The city of Vandalia paid 15 workers over $100,000 in 2018, according to the Dayton Daily News Payroll Project searchable database of public employees.

Vandalia’s police and fire departments account for seven of the city’s 10 highest-paid employees. At the top is police Sgt. Todd Flynn, with a total compensation of $122,468. Records show Flynn received $16,560 in overtime pay in 2018. The second highest-paid police sergeant, Garry Lawson, received the most overtime pay in 2018, totaling over $24,000.

The city paid out over $331,000 in overtime in 2018, with the police department accounting for 25 of the top 30 overtime-earners and about 65 percent of all of the city’s overtime pay.

City Manager Jon Crusey, who in 2017 was the city’s second highest-paid employee behind the clerk of courts who cashed out accrued leave, saw a decrease in total compensation of over $15,000 in 2018.

9. Daniel Swafford, police lieutenant: $114,587

10. Robert Cron, public service director: $111,803
