Tobin spoke with visiting judge Jack Manning and said he is retired, lives on Social Security and cannot afford an attorney. The judge ordered Tobin to be held on a $100,000 bond.
His case is expected to be heard by a grand jury within the next 10 days. The judge said if Tobin is not able to come up with the bond money, he will be placed on house arrest.
