Eaton Sgt. Steven Hurd said officers found the victim suffering from what appeared to be a small gunshot abrasion to his stomach.
The injuries were not considered life-threatening and the victim refused to be taken to the hospital.
Hurd said the investigation indicates the shooting happened after a drug deal that went wrong at Mr. Fish seafood restaurant in Dayton.
Hurd said the investigation was handed over to Dayton police.
