“They got those (expletive) cameras in my face, man,” Walters said when deputies asked him to sit down.
Walters was wearing a yellow jumpsuit, which typically indicates that an inmate is causing concerns.
Judge Gerald Parker told Walters that his next court date will be Dec. 12. He will undergo mental competency tests by then.
Walters asked Parker if he could address the court. Parker said he needed to consult his attorney, who appeared to convince Walters not to say anything.

But as Walters walked back to his seat, he did speak.
“They need to investigate the dirty cops,” Walters said.
Spectators in the courtroom gasped.
FIRST REPORT: A man who is charged with stabbing his father, stealing a police cruiser and killing two children in a crash will be in court today.
Raymond Walters faces murder, involuntary manslaughter, aggravated vehicular assault and felonious assault charges. He has entered a plea of not guilty by reason of insanity.
Police say Walters, 32, stabbed his father in a pickup truck while his father was attempting to take him to a hospital for mental health treatment. After his father got out of the truck, Walters drove it away, crashing just minutes later on Airway Road in Riverside.

Riverside police were unaware of the stabbing as officers responded to the crash. Walters was able to get into a responding officer’s cruiser and speed toward downtown Dayton.
The stolen police cruiser crashed into two cars. One vehicle was a van with seven children inside. Two of the children, cousins Penelope Jasko of Dayton and Eleanor McBride of Huber Heights, both 6, died at Dayton Children’s Hospital.
Dayton police have previously said they believe Walters was on drugs during the incident.
Walters is to be in Montgomery County Common Pleas Court at 9:30 a.m. today for a scheduling conference.
