“Witnesses state that they actually saw a man’s hands on the dog,” Clark County Sheriff Gene Kelly said.
The dog, named Ripley, fell onto rocks below the window, said Cheryl Blair, a resident of the apartment complex who said she witnessed the suspect throw the dog. Ripley then ran away, she said, and wasn’t found for hours.
“What he did to the dog is inexcusable,” she said.
The dog returned with cuts and scratches to her legs and side, pictures from the Clark County Sheriff’s Office showed.
Jackson denied trying to hurt the animal and said what happened was a freak accident.
“I did not, under no circumstances, throw a dog out any window,” Jackson said in a message to the Springfield News-Sun. “I was trying to get her away from the window, not throw her out.”
The window in the apartment had been broken before, he said, and is very thin. Jackson also said Ripley is doing OK with minor injuries.
“His statement made no sense,” Kelly said, “that he was trying to pet the dog and the dog just shot out through the window.”
Jackson’s mother told deputies Jackson has had problems with Ripley, Kelly said.
“This is a man that was out of control and in a rage,” he said.
Ripley has been returned to Jackson’s mother.
