Police use Taser 3 times before they can handcuff Dayton man

Police used a Taser three times on a man at the downtown Dayton RTA hub before they could handcuff him.

Surveillance video released Friday from the Regional Transit Authority shows Dayton police officers working security around 3 p.m. Thursday recognize a man, identified as Ryan Powell, and ask him to come over.

Instead, he runs.

Powell, 37, of Dayton, is hit by a Taser once inside the hub, and goes to the floor. But then he breaks away and runs again.

Outside, police use a Taser a second time. Again, Powell goes down but refuses to be handcuffed.

Even after other officers arrive, they use a Taser a third time to get him into handcuffs.

Police report finding three different types of drugs on him or that he dropped during the scuffles, and he had an arrest warrant out of Kettering, according to a Dayton police report.

Once in custody, police took Powell to Miami Valley Hospital before he was booked him into the Montgomery County Jail.
