Hecker was arrested on Thursday, March 26 after the girl told her mother what had happened while she was in the store and shared with police a photograph of his license plate, according to police.
The girl said a man — she identified as Hecker after police ran his license plate — pulled up next to her mother’s car “looked at her, exposed his penis and began masturbating,” according to Officer Jason Huelsman’s report. “She also told me the male was on his cell phone.”
The girl also told Huelsman the suspect “quickly drove off in an unknown direction, but not before she was able to take a photograph of the license plate.”

Surveillance video shows Hecker park next to the girl’s mother’s car “and leave a short time later,” according to the report.
At the police station, Hecker agreed to talk to police, although asking why he should, since he was going to be charged “either way,” according to the report.
Hecker told police he went to the store for lemons and stopped to call his wife to see if she needed anything else, a police report says.
“All he was willing to provide was to tell me that he did not do what he was being accused of and stated that the victim was making this all up,” Huelsman said in the report.
According to jail records, Hecker was booked into and released from the Warren County Jail on Thursday, March 26.
Hecker’s lawyer could not be reached for comment.
Hecker is scheduled for arraignment Thursday in Warren County Court.
