Officers began their investigation on Saturday at around 3:30 a.m. when they were dispatched to a home on the 300 block of Selma Road, according to a Springfield police affidavit. They said a man exited a vehicle from the passenger side and stood at an intersection yelling at the driver.
Officers approached the man, later identified as Frederick, who began dropping his shorts to urinate, according to the affidavit.
“Officers advised Mr. Federick to stop what he was doing and to pull his shorts up,” the report says.
At this time officers say Federick began to curse at them and told them he would do what he wants.

“During this time, there were two citizens standing in front of 301 Selma Road on the sidewalk who could see the incident,” the affidavit says.
He was arrested at that time, the affidavit says. Federick was ordered into court on Monday morning, the affidavit says.
