Police said Miller was brought in for questioning and after he made several omissions, he was arrested on August 12.
Miller is now in the Preble County jail in Eaton facing several charged including rape.
Neighbor Pam Melton described Miller as, "shy, quiet and laid back. Not the kind of person that you would think would do this."
Police said the 12-year-old victim is getting counseling.
