Bilbrey was selected from a field of four applicants who were interviewed by council members during a May 5 special meeting in executive session. She will complete McIntosh’s term of office which expires at the end of 2021.
Due to the coronavirus COVID-19 pandemic that forced the village to close Town Hall to the public and holding virtual council meetings, Mayor Randy Winkler administered the oath of office to Bilbrey in front of her family next to their swimming pool at her Cousins Drive home. She requested the home ceremony because she wanted her family to be in attendance.
On Tuesday, Bilbrey participated in her first virtual council meeting as a member.
In her letter of interest, Bilbrey said, “We built our home here as we thought it would be a great community to raise my children. My husband and I have thoroughly enjoyed this little community.”
Bilbrey said she was applying for the open council seat because she “really would like the opportunity to work for the future of our village and our residents. Our small town has a lot of potential and I would love to be a part of the growth and planning of it.”
After being in the sales force industry for five years, Bilbrey started her own company, Bilbrey Marketing in 2000. Her company is a one-stop shop company for insurance companies/insurance agencies to refer their policyholders to her company. She said her company handle companies that are top notch in the field of insurance claims.
Bilbrey could not be reached for comment on Wednesday.
McIntosh, 35, submitted his resignation in early March but changed the effective date from March 31 to April 30 to assist council if needed during the outbreak of the coronavirus COVID-19 pandemic. He was elected to his first four-year term in November 2013 and re-elected to a new term in November 2017.
In his resignation letter, McIntosh said his personal and professional life had evolved to the point that he could not dedicate the time needed to serve as a Carlisle councilman.
He and his wife are parents of a small child with another on the way. McIntosh joined the ownership group at Sandy’s Auto and Truck Service and is running two businesses that he owns.
