The need: The Miami Conservancy District in January announced it needed about $140 million to upgrade and maintain the flood protection system that has protected the region since shortly after the 1913 flood."},{"_id":"KV54XQWHVBHHFJ47FV32XHYMKY","additional_properties":{"inline_comments":[],"comments":[],"_id":1714407086073},"type":"text","content":"According to the Miami Conservancy District, the region’s flood protection system is seeing more frequent and intense rainfall now than in the system’s history. Storage events occur when heavy rainfall is held back by dams in the system — the conservancy district has seen a 228% increase in the number of storage events over the past 80 years."},{"_id":"ZXWDV4HF55BYBLFXHJDXX4L5SM","additional_properties":{"inline_comments":[],"comments":[],"_id":1714407086074},"type":"text","content":"2. The proposal: The Miami Conservancy District proposed a new 1% capital assessment and a 0.59% increase to the 2.19% maintenance assessment thousands of residents are already paying. Rates are currently based on values from 12 years ago. The cost: More than 43,000 properties pay annual assessments. Reporting by Sydney Dawes and Michael D. Lawmakers intervene: The conservancy district’s decision came after 18 state lawmakers and a U.S. Congressman sent letters advocating a pause. “Simply put, the economic impacts of these unprecedented increases in tax burdens will be substantial, and they are not reasonable nor feasible for our constituents,” the letter from state lawmakers says. In a new rule published by the US Department of Labor is proposing to change the minimum salary threshold for exempt employees from $35,568 to $55,000 annual salary. "},{"_id":"7PPAQKEJF5BHNPFFKWBVFBPBNE","additional_properties":{"inline_comments":[],"comments":[]},"type":"text","content":"If enacted, this rule change will affect thousands of businesses in the Dayton region and force employers to go through the administrative burden of reclassifying 3.4 million employees across the country. The ripple effect would also force some employers to raise wages so that they can accurately classify employees as exempt. This proposal comes on the tales of significant COVID-19 wage increases that the business community has incurred over the past 24 months. In 2022, the average wage increase was over 4% and in 2023, the average wage increase was 4.3%. The lowest paid workers saw an average of a 9% increase between 2019-2022."},{"_id":"GJNXJPQINBA3FLB2UTLVRBFVJ4","additional_properties":{"inline_comments":[],"comments":[]},"type":"text","content":"In 2017, a federal judge struck down an attempt to change the minimum exempt threshold hold from $23,600 to $47,000. Ultimately, a new $35,568 threshold was put in place in 2020. This constant assault on business’s freedom to manage their operations has to come to an end.
