Deputies at New Carlisle drug raids arrest man in garage, where he’s hiding in a car

According to court documents, Fulwiler was on the floorboard of a yellow Chevrolet Monte Carlo in the garage. He refused to come out, so deputies physically removed him.

They also found digital scales, glass pipes and packaging material, according to the documents.

Christine Howard, 21, also pleaded not guilty to obstruction charges Thursday after deputies said she closed the garage door in an attempt to prevent investigators from searching the garage.

Also in Clark County Municipal Court on Thursday, where they pleaded not guilty, were Clayton Allen, 44; his mother Patricia Brown, 66; and stepfather Darrell Brown, 79.

Deputies arrested them on a warrant after searching 807 W. Washington St. According to court records, narcotics investigators bought controlled substances from Allen at the residence where he lives with his mother and stepfather.

Patricia Brown admitted to detectives that she gave her prescription medication to her son to sell, according to the documents, which also revealed that Darrell Brown was charged for being aware of the drug activity at the house.

Investigators reported seizing 32 cell phones, narcotics, a copious amount of drug paraphernalia, 10 grams of suspected methamphetamine, two sets of digital scales and another used for weight up to 5 pounds, a notebook that appeared to be a ledger of monetary transactions for narcotics and a military-grade ballistic vest.

Five people were arrested Wednesday morning in two drug-related raids in New Carlisle.

Clark County Sheriff’s deputies executed a narcotics search warrant at 1001 Langdale Ave., where they seized evidence of drug paraphernalia and other items, according to the sheriff’s office.

Michael Fulwiler, 25, and Christine Howard, 21, were arrested at the home and booked into the Clark County Jail. He was booked on suspicion of obstructing justice, resisting arrest and drug paraphernalia. Howard was booked on suspicion of obstructing justice “due to her actions at the scene,” according to the sheriff’s office.

Both are to be in county Municipal Court on Thursday.

Deputies also executed a narcotics search warrant at 807 W. Washington St., where they seized evidence of drug paraphernalia, prescription medication, methamphetamine and other evidence of drug trafficking, according to the sheriff’s office.

Clayton Allen, 44, was booked into jail on suspicion of drug trafficking and drug possession.

Darrell Brown, 79, was charged with permitting drug abuse and Patricia Brown, 66, was charged with drug trafficking and permitting drug abuse.

All three are to be in court Thursday.

UPDATE @ 11:05 a.m.: (Jan. 24)

Deputies said deplorable conditions were discovered when they executed a narcotics search warrant at a home on West Washington Street, the second warrant served in the city since Wednesday morning.

The Clark County Combined Health District was called to the house in the 800 block of West Washington Street.

At least one person was detained at that address. We’re working to learn what charges may be pursued.

Earlier, deputies searched a home in the 1000 block of Langdale Avenue, also part of an ongoing investigation of suspected drug activity, officials said.

INITIAL REPORT (Jan. 24)

Clark County Sheriff’s deputies are executing an apparent raid at a home on Langdale Avenue in New Carlisle.

Deputies were at the residence in the 1000 block of Langdale about 10 a.m. and investigators said they were serving a search warrant regarding drug activity.

Evidence bags were removed from the residence this morning.

A second narcotics warrant was being served on Washington Street in the city, deputies said.
