House arrest ruling delayed for ex-Ohio St, NFL QB

COLUMBUS, Ohio  -- A federal judge has delayed a decision on whether to release former Ohio State and NFL quarterback Art Schlichter  on house arrest while conditions for the procedure are worked out.     An attorney for Schlichter also says issues must be resolved involving Schlichter's probation from a previous conviction in Indiana.      The 51-year-old Schlichter appeared briefly Friday before U.S.  Magistrate Judge Terence Kemp in federal court in Columbus.     Schlichter has said he'll plead guilty to charges of bank and wire fraud and filing a false tax return linked to a million-dollar sports ticket scheme.     He pleaded guilty Thursday in state court to 13 related charges and was sentenced to 10 years in prison.     No date for Schlichter's plea in federal court has been set.
