Springboro reconsidering contract with Seth Morgan’s firm

The Springboro school is reconsidering the hiring of MLA Associates, a management consulting firm headed by Seth Morgan, a conservative and former state representative and Huber Heights council member.

The board tabled a decision on the contract on Nov. 7 after residents questioned the contract and the consultant's connection to Board President Kelly Kohls.

The board is scheduled to reconsider the contract on Tuesday, Nov. 19.

Kohls and Board Vice President Jim Rigano voted to hire the firm on Nov. 7, but board members David Petroni, Don Miller and Wendy Kull voted to table the proposal.

At the meeting, two residents, Karen Robinson and Greg Dastillung, noted Kohls’ connection to Morgan, who has ties to the Americans for Prosperity, a national conservative organization.

Mike Mahoney, a parent and lawyer, urged the board to carefully review the contract, noting a handful of deficiencies, from a lack of liability insurance to a weak termination clause.

Petroni said he agreed with the concept of hiring a consultant to review the treasurer’s office, but said he could not support the contract which would have paid MLA $8,500 to $9,500, plus expenses.

The proposed contract on Tuesday’s board agenda is identical to the contract considered on Nov. 7 and tabled by Petroni, Miller and Kull, according to board officials. Kohls, Rigano and Petroni did not respond to questions Monday.

On Nov. 7, Miller and Kull favored waiting until a treasurer has been hired. Kohls downplayed the criticism and said she supported the contract as a way of getting outside help in restructuring the treasurer’s office.
