The victim has been identified as 29-year-old Byron Moses, of Dayton.

The circumstances of what led to the shooting remain unclear. Police have not released many details about the investigation so far.
No arrests have been made and no suspect has been named. However, Sugarcreek Twp. Police Chief Michael Brown said Thursday morning that “the public is safe.”
“There is no concern regarding a shooter still on the loose,” Brown said.
Brown said the man who was fatally shot awoke the occupants of the apartment that night with loud banging on the door.
The man, woman and child who were in the apartment left the scene soon after the shooting happened, but the man returned to talk to officers about an hour later, Brown said.

That man, who was taken in for questioning, has not been identified by police.
Christian Hartley lives in an apartment on the floor below the third floor where the shooting occurred. He said he heard three shots fired that night, then silence.
Hartley said he recognized the man who was shot as someone who has a girlfriend in a neighboring apartment building.
The first 911 caller that night didn’t know that someone had been shot. The caller told the dispatcher there was a shooting and there were bullet holes in that person’s third-floor apartment door, which sits directly across from the apartment where the victim knocked on the door.

The caller told the dispatcher she could hear people crying in the apartment next door. The caller didn’t see who did the shooting.
The second 911 call came in seconds later.
Caller: “A man has been shot … He was trying to rob an apartment.”
The dispatcher asked for more details and whether the person who was shot was OK.
Caller: “He’s not breathing.”
The caller told the dispatcher the occupants of the apartment where the shooting occurred were a man, woman and a little baby. The caller said they left in an unknown vehicle.
In the background, a listener can hear the caller tell others in her apartment, possibly children, to stay in the bathroom out of fear that more shots would be fired.
Dispatcher: “Do you know how many times the guy has been shot?”
Caller: “At least twice.”
Dispatcher: “Can you tell where he’s been shot?”
Caller: “In the upper … left shoulder.”
Dispatcher: “Is he still breathing.”
Caller: “No … Not that I see. He might be breathing very shallowly.”
The dispatcher asked the caller whether the shooter was black or white.
Caller: “I didn’t see who shot him. I just heard the shots.”
Police pursued a vehicle, reportedly a black Cadillac, that was observed speeding away from the scene. The vehicle eluded police as the pursuit was called off in the area of Interstate 75 and U.S. 35 in Dayton.
