According to police, Carter was witnessed picking up the prostitute on East Third Street early Friday morning. An officer in an unmarked vehicle followed Carter’s vehicle, which stopped behind a bar in the 200 block of Brandt Street.
The officer approached the vehicle and watched Carter smoke crack out of a pipe, according to the report. He was placed under arrest once the pipe was recovered, which tested positive for crack.
