Sheriff Phil Plummer said Mendenhall would wait in the lobby until a woman would walk in and follow them to the tanning area.
"He'd pick booth adjacent to them, take out his smart phone, reach over the 8 foot wall and film women as they were getting gready to tan," Plummer said
This went on for several weeks until one of the victims, a teenage girl, noticed the phone over the wall, Chief Deputy Scott Landis said.
Police reviewed store security cameras and arrested Mendenhall. He cooperated with investigators, turning over his phone and computer.
At this time, Mendenhall was charged with eight misdemeanor counts and one felony count of voyeurism, along with one count of pandering obscenity.
Investigators said they do not believe there are additional victims.
