The incident happened just before 9 a.m. when a construction company that was contracted by the city to replace water lines was digging up the road.
Officials said one worker was trapped in the debris up to his knees, while the other one was completely burried under the debris. Other workers helped remove the the two from the trench until emergency crews arrived.
Local authorities said that recent weather conditions may have led to the collapse.
Fire Chief Jack Royer said, "With the heavy rain that we have had over the last couple of weeks, the soil may have been saturated and gave way."
