Huffman Block awarded $3.3M tax credit

The Ohio Development Services Agency has awarded a $3.3 million state Historic Preservation Tax Credit to rehabilitate the Huffman Block, also known as the David Building, at 115 E. Third St. in Dayton.

The rehabilitation of the structure into the Lux-Lofts Apartments will create 125 construction jobs, state officials said in a media release. The total project cost is $15.3 million.

Designed by Frank Hill Smith, a prominent Dayton architect, the commercial building was built after the Great Flood of 1913.

The award was part of nearly $36 million in Ohio Historic Preservation Tax Credits awarded to 23 owners and applicants planning to rehabilitate 45 historic buildings in nine communities across the state.

“The Historic Preservation Tax Credit puts empty buildings back into the economic cycle, creating jobs through construction activities and reoccupation of the buildings,” said Christine Schmenk, director of the Ohio Development Services Agency, in a statement.

The awards were made possible through renewal of the program in the state’s Fiscal Year 2012-13 budget, which allocates $60 million annually to the Ohio Historic Preservation Tax Credit program. Projects that were awarded the tax credits must complete the rehabilitation work in accordance with the U.S. Secretary of Interior’s Standards for Rehabilitation before the credits are issued to the building owner or long-term tenant, officials said.
