Candidates Larri Silas and Scotty Robertson rounded out the race with 21.42% and 20.86% of the vote respectively.
Counts in Warren County’s five precincts had Mulligan with 36.24% of the vote and Lolli with 25.29%. Robertson and Silas had 21.61% and 16.86% respectively.
“It’s an honor ... for the voters of Middletown to have selected me for a third term on council,” Mulligan told Journal-News. “I’m honored and humbled.”
Mulligan previously served two terms on council (2012-2016; 2018-2022).
“I’m excited about the opportunities that lie ahead for Middletown,” he said. “This is a point in time where we have financial resources to reinvest and make sure that we make solid investments in our capital and our personnel and retain and attract the best talent.”
He thanked outgoing Councilman Paul Horn for his service to the city, who was appointed in December 2023 to fill the unexpired term of former Councilman Rodney Muterspaw. Horn did not seek election this year.
When Mulligan is back on council in January, he said his first focus is “building consensus” during strategic planning with fellow councilmembers.
Lolli told Journal-News he said he was “so appreciative” of Middletown voters “having confidence in me to continue.”
Lolli was appointed to city council in October 2024 following the resignation of Councilman Zack Ferrell.
Public safety and health, economic development and city revitalization will be Lolli’s top focuses as he embarks on a full four-year term.
Lolli previously worked as city manager and fire chief for Middletown.
Both Mulligan and Lolli gave a nod to Robertson and Silas for running strong campaigns and “stepping up to the plate.”
