City of Troy promotes new chief of police, captain after previous chief retires

The City of Troy has appointed a new police chief and promoted a police sergeant after Police Chief Charles Phelps retired a week ago on Aug. 7.

The city said that after a two-part examination process and certification by the Troy Civil Service Commission, Shawn O. McKinney, previously a captain with the Trot Police Department, has been promoted to police chief.

Congratulations to Shawn McKinney, Troy's newly-appointed Police Chief! He is succeeding Chief Phelps, who served as head of the department for 22 years.

The new Police Chief McKinney joined the Troy police in 1995, was promoted to sergeant in 2004 and finally promoted to captain in 2015. The city said the McKinney is a graduate of Tecumseh High School, holds a Bachelor of Arts in Criminology and Criminal Justice from Ohio State University, graduated from the Ohio Peace Officer Training Academic and the Northwestern University School of Police Staff and Command, and attended the FBI Academy in Quantico.

McKinney’s promotion opened a position for a captain, and so the city also announced it promoted Ryan T. Ormberg, previously a sergeant with the Troy Police Department, where he has worked since 2005.

Troy Mayor Robin Oda congratulated the two, saying, “I am confident that Chief McKinney, working with newly promoted Captain Ormberg, the other members of the command staff and officers, will provide positive leadership for the Troy Police Department during this transition and for years to come, looking for more opportunities to work with and for the community.”
