The bomb was spotted in the front yard of a house that is not owned by the university, but is owned by a private landlord in the 200 block of Stonemill Road.
The bomb squad responded around 9:30 a.m.
Hall said they blocked the area, because the device is "explosive in nature."
He said the department will "run down every lead" to investigate who manufactured the bomb.
