A total of seven cars were involved: three in the first crash, and two each in the other collisions. No one involved required transport to the hospital.
Huffman said it did not appear that rubbernecking played a role, but that people were simply not paying enough attention.
He said three drivers will be cited for failure to maintain an assured safe distance.
Traffic was moving normally by 5 p.m.
