The driver of the semi will be cited with failure to control, according to the Ohio State Highway Patrol.
Speed is believed to have played a role in the crash.
The incident was first reported around 7:37 a.m. No injuries were reported and the semi was the only vehicle involved according to OSHP dispatchers.
The incident closed the ramp for nearly three hours.
