Lyons Place II stands off Massachusetts Avenue on the sprawling grounds of the Dayton VA Medical Center campus.
Young cautioned the expansion was contingent on winning $7.7 million in federal housing tax credits through the approval of the Ohio Housing Finance Agency.

“There’s a chance we will get the award, but there’s a chance we will not because of the very competitive environment that we are in,” he said.
A decision was expected in July.
The rest of the project would be paid with state and private loans.
Housing would be open to those at least 55 years or older, with a preference given to veterans, he said.
“We have a waiting list of probably 60 people,” Young said.

Plans call for adding a computer and business center, health clinic, fitness center, a wider walking trail and a handicapped-accessible community garden on the grounds.
Lyons Place II, which cost $9.7 million to construct, opened in April 2015.
A similar VA center, Lyon’s Place, stands at 1300 Genesis Way off Hoover Avenue.
The expansion plan will be detailed at a 3 p.m. Friday public hearing in the historic Protestant Chapel on the Dayton VA campus.
